In support of upcoming patches and to greatly simplify things, the capabilites enum which held bit positions for each opcode has been removed. Only the opcodes enum remains and thus only opcodes are used throughout. For the capabiltiies bitmap a helper function is added to convert from opcode to bit position. Right now it is used in the IO path but in upcoming patches that goes away and the conversion is only done at init time.
