When running SPDK application on a given set of

This wil prevent user misconfiguration and
assigning a core to more than one SPDK instance.
The introduced mechanism is based on device locks
implemented in spdk_pci_device_claim() function.
Add a command line option to disable lock files.
This feature will be useful in cases where differing
CPU cores is impossible (eg. setup with only one core
available).
The patch also fixes all existing cases of overlapping
core masks.

SPDK test script can fail during any point of the
execution. To keep using the same devices
between test runs in CI, those devices have to
be cleaned between runs.
To select device for tests or to clean before tests,
the partition table and lack of mount points is used.
SPDK GPT partitions were always considered not in use.
Meanwhile Linux GPT were not, even if lacking a mount
point.
Some of the SPDK tests create Linux GPT partitions,
which might remain after a test run.
Linux GPT partitions created during tests now contain
"SPDK_TEST" as part of their partition name.
This allows marking such block devices as 'not in use',
to be cleaned and used in further SPDK test.

Migration can take longer than 10s, hence we need to give fio more
time to spin in order to make sure it's still running on the target
vm after migration is complete.
On the other hand, reduce the timeout used to wait for fio after
the migration is done - there's no need to wait almost a minute,
half that time.

Add option to connect Qemu VMs to vfio-user sockets.
This needs additional option to vhost_run to run nvmf_tgt
instead of vhost binary (currently the only way to create
vfio-user sockets) and an additional function to find
connected devices in the VMs.
