RDMA transport will report SPDK_NVME_SC_ABORTED_POWER_LOSS code
when fail the admin queue, however, SPDK_NVME_SC_ABORTED_SQ_DELETION
makes more sense here, because we know we are going to shutdown
the controller.
Fix issue #568.
