The poll group pause, resume, remove, and add functions are only called from the subsystem_state_change_on_pg function. Previously, they would return immediately and the state change would move on to the next channel. However, some of these functions (specifically remove) kick off asynchronous APIs and we should not iterate past them until those asynchronous operations complete.
