This patch adds support for hotplug / hotremove detection for devices behind the VMD. The detection acts similarly to the one implemented for regular PCIe devices, that is user has to periodically call probe function. Additionally, for applications not using SPDK's event framework, spdk_vmd_hotplug_monitor has to be called periodically as well.
