They have a lot of intermittent failures caused by the test itself, not SPDK QoS. The actual bdev throughput on our CI is roughly the same as the QoS limit in that test, so the bdev can often fail the case where it's expected to achieve more than the original QoS limit after the limit is disabled. Eventually this test will be replaced by a different one, without any iscsi involved.
