This is a TODO from long ago. Complete this while adjusting dump() and construct() format of target. Besides names of variables and parameters about CHAP are not unified between JSON-RPC and SPDK internal. JSON-RPC's wording looks better and adjust SPDK internal to JSON-RPC.
