Jim Harris 3f7f19cb36 test/blobfs/run_tests: rework perf checks ... Change NO_PERF to USE_PERF which defaults to 1. This will be overridden to 0 if set to 0 in the environment or perf is not available on the system. While here, disable perf in the automated test suite.
