Krzysztof Karas 3c5cff613b dpdk: update DPDK to 21.08 version ... Update submodule DPDK to version 21.08 and modify CHANGELOG. Added bus auxiliary dependencies to dpdkbuild/Makefile and lib/env_dpdk/env.mk. This dependency was introduced in DPDK 21.08.
