All options -c, --config and --json are valid, but have to point to JSON configuration file. Adjusted UT since JSON configs don't work with --wait-for-rpc. Since this removes last reference to legacy INI configuration, updated conf library to no longer mention the deprecation. All uses of conf library are for explicit reason and not related to SPDK event framework configuration.
