1) nvme_io_msg_ctrlr_start => nvme_io_msg_ctrlr_register
2) nvme_io_msg_ctrlr_stop with (shutdown == false) => nvme_io_msg_ctrlr_unregister
3) nvme_io_msg_ctrlr_stop with (shutdown == true) => nvme_io_msg_ctrlr_detach
