This patch adds RPC calls for histograms in bdev layer.
Following calls are added:
- enable_bdev_histogram - enable/disable histogram structures for specified bdev and each of its channels.
- get_bdev_histogram - merges histograms from all channnels and encodes histogram as base64

Building the Documentation
To convert the documentation into HTML run make in the doc
directory. The output will be located in doc/output/html. Before
running make ensure all pre-requisites are installed. See
Installing Prerequisites
for more details.
