Tomasz Zawadzki 11fc56b863 bdevperf: prevent stopping IO without targets ... No need to stop IO on all cores for the targets, if there are no targets configured. At this time it is not possible to trigger that, but in the future shutting down the app when no test is running will not exit cleanly.
