Adding fedora31 to the list of available choices
in create_vhost_vm script.
This requires some changes in Vagrant_vhost_vm because
fedora is configured differently than ubuntu.
Fedora VMs will very useful for vhost tests because
they run on fedora.

In create_vhost_vm we export SDPK_VAGRANT_DISTRO
variable to vagrant subprocess that is called
during the script.
But if SPDK_VAGRANT_DISTRO is an array variable,
then Vagrant will not see it
and always default to ubuntu16.
This small patch fixes that.

Enable users to automatically create VM image dependency
needed to run vhost tests.
Current state of Vagrantfile_vhost_vm is only valid
for Ubuntu 16.04 and 18.04.
