dd16a7277d rpc: Decouple RPC config from instance ID 
Instance ID is too overloaded and the uses are beginning
to conflict. Separate the RPC configuration out.

bb125a6f55 rpc: Add an RPC subsystem 
Other subsystems can depend on this one and then use
SPDK_RPC_REGISTER to register RPC functions.
