Allow user to set timeout for poller in management operations.
Now also all management pollers have 5 sec default timeout.

Add stop function to management interface.
It is needed for error handling when execution has to be aborted early.
Example flow:
```
rc = op();
if (rc) {
handle();
vbdev_ocf_mngt_stop();
} else {
vbdev_ocf_mngt_continue();
}
```
This can be improved in the future, because currently, error
handling cannot be a management operation on its own (but should be).

Add vbdev as another argument in callback of vbdev management operations.
This is nice for async version of vbdev_ocf_construct() which uses mngt_
interface and creates vbdev structure.

Add structure vbdev_ocf_mngt_ctx that is going to be used
for asynchronous management operations.
Using such context, dynamic memory allocations are no longer required
(except for one time poller registration)
This patch also adds functions to modify context in a predictable way.
They are very important for complex flow of management operations in OCF bdev
especially after whole OCF API gets changed to asynchronous.

Add OCF module based on OCF meta-library
Open CAS Framwework (OCF) is high performance block storage
caching meta-library
It is open-source, published at https://github.com/Open-CAS/ocf
With this patch OCF-enabled device is represented in SPDK
as virtual bdev having core and caching devices as its base devices
This patch includes implementation of:
* OCF top adapter (vbdev_ocf.c)
* OCF bottom adapter (dobj.c, data.c)
* Adaptation layer for OCF (env/)
* OCF context abstractions (ctx.c)
Adaptation layer and context abstractions are not dependent on SPDK bdev
OCF bdev supports reads and writes, configured at startup
Other features will be added with separate patches
