The jsoncat test tool is left where it is (test/lib/json/jsoncat) since
it is not a unit test.

jsoncat parses the input file using the SPDK JSON parsing library, then
prints it back out using the SPDK JSON writing library.

Resolve relative paths before using them to clean up command lines.
This should also help shorten the overall command line length that gets
embedded in the binary and used when locating the executable from a
coredump.
