ad474e95bb log: Remove configurable log facility 
Always use "Local7" internally. We want the log API
to be generic instead of syslog specific.

1e92d78a10 iscsi: Add an iscsi target application 
Similar to our NVMf target, this is an iSCSI target that
can interoperate with the Linux and Windows standard iSCSI
initiators.
