There is no access to fuzzer logs if `index.html` is in the same dir,
move covrage to `$output_dir/llvm/coverage`.

With corpus files persistent between fuzzer weekend run it may be
better to start all test for fraction of time instead of different
test every week.
Remove `poll_groups_mask` from config, this patch run every test on
single core and since then there is no need to specify another mask.

per Intel policy to include file commit date using git cmd
below. The policy does not apply to non-Intel (C) notices.
git log --follow -C90% --format=%ad --date default <file> | tail -1
and then pull just the year from the result.
Intel copyrights were not added to files where Intel either had
no contribution ot the contribution lacked substance (ie license
header updates, formatting changes, etc)
For intel copyrights added, --follow and -C95% were used.

Following discussion in a recent SPDK community meeting,
it was determined that we no longer need to carry ISA-L as
a user configuration option. It will be enabled by default.
If running on an architecture that ISA-L isn't fully supported
on, the configure script will disable associated features and
display a warning and will also not build ISA-L. Same case if
there are issues with dependencies.
Note that --without-isal is no longer supported as a configure
option.

Change rpc_py to use rpc_cmd function.
The former needs to be defined explicitly in the scripts
that uses function, while the latter is a function
already available in autotest_common.sh.
Additionally delete unnecessary rpc_py declarations
and override rpc_cmd where additional arguments are
needed (like -s sock_name.sock).

Previously the Transport IDs would need to be an ini-style
config file that the nvme_fuzz app would then parse. Instead
just add a -F option that tells the nvme_fuzz app which
subsystem(s) to fuzz. This simplifies the fuzz_app code
a bit and makes it a bit easier to use.

All VPP tests were the same tests as usual posix iSCSI tests.
TEST_TYPE was used to direct which tests to run and in some cases
with what parameter.
Since VPP is deprecated, this type of selection is no longer needed.
All tests will run with default socket abstraction.

Other common scripts for nvmf and vhost already used
TEST_MODE set by autotest_common.sh.
Meanwhile iscsi was processing it for each test script
separately.
This patch simplifies iscsitestinit/iscsitestfini
functions to just use TEST_MODE.

Instead of declaring each app in the actual test, source their default
declarations from a single location. Additionally, use them as arrays
now instead for easier cmdline management.

The fuzz jobs should fail if the nvmf or vhost target crashed while they
were running. Otherwise they should pass. Some recent changes to the
way killprocess and nvmftestfini work were causing this to break. This
change fixes that.

These scripts are intended to be run as part of a standalone automated
jenkins fuzz testing job. hey are intentionally set to run for
approximately 20 minutes at a time.
