per Intel policy to include file commit date using git cmd
below. The policy does not apply to non-Intel (C) notices.
git log --follow -C90% --format=%ad --date default <file> | tail -1
and then pull just the 4 digit year from the result.
Intel copyrights were not added to files where Intel either had
no contribution ot the contribution lacked substance (ie license
header updates, formatting changes, etc). Contribution date used
"--follow -C95%" to get the most accurate date.
Note that several files in this patch didn't end the license/(c)
block with a blank comment line so these were added as the vast
majority of files do have this last blank line. Simply there for
consistency.

Some of the options in sock_impl_opts could be different for different
sockets (even if they're using the same impl). However, outside of a
few selected options (recv_buf_size, send_buf_size), there was no
interface to change them.
This change will allow users to change impl_opts on a per-socket basis
when creating a socket. Sockets created through accept() inherit
impl_opts from the listening socket.

Many open source projects have moved to using SPDX identifiers
to specify license information, reducing the amount of
boilerplate code in every source file. This patch replaces
the bulk of SPDK .c, .cpp and Makefiles with the BSD-3-Clause
identifier.
Almost all of these files share the exact same license text,
and this patch only modifies the files that contain the
most common license text. There can be slight variations
because the third clause contains company names - most say
"Intel Corporation", but there are instances for Nvidia,
Samsung, Eideticom and even "the copyright holder".
Used a bash script to automate replacement of the license text
with SPDX identifier which is checked into scripts/spdx.sh.

The process of matching qpair to poll group is split into
two distinct parts that occur on different threads.
See spdk_nvmf_tgt_new_qpair().
This results in a race condition for TCP between spdk_sock_map_lookup()
and spdk_sock_map_insert(), which are called in spdk_nvmf_get_optimal_poll_group()
and spdk_nvmf_poll_group_add() respectively.

This patch picks a hint from nvmf_tcp for next poll group,
which is then passed down to spdk_sock_map_lookup().
When matching placement_id exists, but does not have
a poll group assigned - the hint will be used.

spdk_sock_map_insert() allows for allocating a sock_map
entry, without assigning any sock_group.
This is useful for cases where placement_id determined
by the component using spdk_sock_map_*. See PLACEMENT_MARK mode.
Placement_id's are allocated first, then an empty one is found
using spdk_sock_map_find_free().
Since the above is a valid use case, then entry in sock_map
can exist without a group assigned. spdk_sock_map_lookup() has
to handle such cases, rather than trigger an assert.

Leverage SO_INCOMING_CPU to get the CPU affinity of connections
(sockets). And allocate the connections to specific poll groups,
which aims to utilize cache locality.
From our test:
6 P4600 NVMe on target,target uses 8 cores, NIC irqs are bound to
these 8 cores, and initiator side uses 24 and 32 cores,
we can get 11%~17% randwrite performance boost for posix, and 8%~12%
for uring.

With some build environments (e.g. clang, see #1613) linking fails with
unresolved references. This is caused by the inclusion of 'unused code'
which is usually discarded by the linker. The 'unused code' contains
references to functions that have not been 'stubbed' out. The failure can
be seen by removing 'LDFLAGS += -Wl,--gc-sections' in spdk.unittest.mk
Resolved by adding stubs for missing references. These are never called
so return an arbtrary default value.

Purpose: This is used to make users can specify
some options on the socket, e.g., the different priority for the socket.
While creating sockets, the priority needs to be set before connect()
and listen system calls, so better to add one parameter in spdk_sock_opts
which can contain options (e.g., priority) in spdk_sock_listen_ext and
spdk_sock_connect_ext functions.

This patch changes the way that unittests initialize.
The new way is shorter and simpler.
It assumes that error during initialization is a fatal error,
but in our cases it always is.
This patch is a followp up to
https://review.spdk.io/gerrit/c/spdk/spdk/+/930
lvol_ut.c is the only test that skipped because
it runs same tests multiple times which is not allowed
by new method.

If available, automatically use MSG_ZEROCOPY when sending on sockets.
Storage workloads contain sufficient data transfer sizes that this is
always a performance improvement, regardless of workload.

Purpose: Prepare for setting priorities for different
kernel based sock implementations.
The g_net_impls list is maintained in decreasing order
according to the priority of each sock implementation.
For examaple, if there are 3 sock implementations, i.e.,
posix (priority = 0), vpp (priority = 1), sock_ut (priority =2),
then the list will be maintained as:
sock_ut -> vpp -> posix.
Then if users use spdk_sock_open/listen with impl_name as NULL,
then the order to try is: sock_ut, vpp, then posix

Purpose: With this patch,
(1)We can support using different sock implementations in
one application together.
(2)For one IP address managed by kernel, we can use different method
to listen/connect, e.g., posix, or uring. With this patch, we can
designate the specified sock implementation if impl_name is not NULL
and valid. Otherwise, spdk_sock_listen/connect will try to use the sock
implementations in the list by order if impl_name is NULL.
Without this patch, the app will always use the same type of sock implementation
if the order is fixed. For example, if we have posix and uring together,
the first one will always be uring.

Add spdk_sock_writev_async for performing asynchronous writes to
sockets. The user of this call is responsible for allocating their own
spdk_sock_request structures to pass to this call.
spdk_sock_writev_async will not return EAGAIN and will instead leave the
requests queued until they are fully sent or aborted due to socket
error.

There is a sleep in a test to allow a socket close to
propagate through the kernel stack. This is only required
on FreeBSD, so limit it's use to FreeBSD.
This results in slightly faster unit test run times on Linux.

spdk_sock_group_poll() and spdk_sock_group_poll_count() had returned
0 on success. The implementation didn't match the specification
described in the header file, and couldn't be used to collect stats
correctly because 0 means idle.
This patch fixes the return value of spdk_sock_group_poll() and
spdk_sock_group_poll_count() to return number of events and
the callers not to overwrite the return value by 0.

mk/spdk.unittest.mk already includes mk/spdk.common.mk, so it's
not needed. This also fixes an issue where touching an included
.mk file would not trigger unit tests to rebuild if they had
this duplicated mk/spdk.common.mk include.

In SPDK sock_ut, the port 3260 is tested. It is conflict with the SCSI
Target Daemon (tgtd). If the service is enabled, it makes sock_ut failure.
Suite: sock
Test: posix_sock .../home/ubuntu/spdk/lib/sock/posix/posix.c: 238:spdk_posix_sock_create: *ERROR*: bind() failed errno = 98
FAILED
The patch changes port 3260 to UT_PORT, and enhance the error log when
socket bind is failed.
Also enhance error log carrying port value in posix.c.

spdk.unittest.mk includes spdk.app.mk, but some unit test
Makefiles include both spdk.unittest.mk and spdk.app.mk,
meaning spdk.app.mk gets included twice. Fix that.
This hasn't been an issue because spdk.app.mk currently
only includes variables - but no rules.

Memory for socket structure is allocated in the selected net
framework but freed in the libsocket on the higher level.
This patch moves memory free to the net framework implementation.

This separates the network interface management code (interface.c and
net_rpc.c) from the socket abstraction layer, which allows users that
only want the socket abstraction to avoid pulling in the JSON RPC
libraries.
