autofuzz_vhost.sh doesn't get run in per-patch tests, so this
was missed when the CPU lock file code was under review.

per Intel policy to include file commit date using git cmd
below. The policy does not apply to non-Intel (C) notices.
git log --follow -C90% --format=%ad --date default <file> | tail -1
and then pull just the year from the result.
Intel copyrights were not added to files where Intel either had
no contribution ot the contribution lacked substance (ie license
header updates, formatting changes, etc)
For intel copyrights added, --follow and -C95% were used.

Add '-s 256' argument to 'autofuzz_vhost.sh' script. It was missed
in https://review.spdk.io/gerrit/c/spdk/spdk/+/14249. Reorder flags
to be consistent with test/vhost/fuzz/fuzz.sh

Since there's more than one fuzz app covering different areas, rename
FUZZ_UP to VHOST_FUZZ_UP to make the type of the app clear right off
the bat.

Instead of declaring each app in the actual test, source their default
declarations from a single location. Additionally, use them as arrays
now instead for easier cmdline management.

The fuzz jobs should fail if the nvmf or vhost target crashed while they
were running. Otherwise they should pass. Some recent changes to the
way killprocess and nvmftestfini work were causing this to break. This
change fixes that.

These scripts are intended to be run as part of a standalone automated
jenkins fuzz testing job. hey are intentionally set to run for
approximately 20 minutes at a time.
