095f40630e missed the autobuild dependencies while enabling the rpm
test against the external DPDK build. Without it, DPDK is not able
to properly configure itself against ipsec and isa-l libs.

Packaging tests will be done under a separate docker job, hence there
will be plenty of time to run them together. Keep DPDK-related builds
in nightly as they are quite sensitive to any changes (especially API
related), hence not very fit for per-patch testing.

This may cause unwanted intermittent issues depending on how long
dnf syncs its repos - on occasion it takes too much time leading
to job timeouts under the CI. As an alternative, look under a specific
path to see if dpdk{,-devel}.rpm are already in place and install
them locally - VM images on the CI side will be already provisioned
with all needed dependencies.

per Intel policy to include file commit date using git cmd
below. The policy does not apply to non-Intel (C) notices.
git log --follow -C90% --format=%ad --date default <file> | tail -1
and then pull just the year from the result.
Intel copyrights were not added to files where Intel either had
no contribution ot the contribution lacked substance (ie license
header updates, formatting changes, etc)
For intel copyrights added, --follow and -C95% were used.

Move the RPM builds away from autopackage.sh into a dedicated test
suite - this will allow the actual packaging tests to be run in a
separate instance.
