Renamed core_busy_tsc and core_idle_tsc to better
describe that they contain particular core stats for
its whole lifetime.

There is no need to keep new_lcore field.
lcore value is enough to determine the target core.
Meanwhile _threads_reschedule() can see if the target
core matches the one from core_info.
Removed _spdk_lw_thread_set_core() since it did not
serve much purpose.
