Remove unused cleaner IO queue which is not kicked on creation.
While it is not a problem to have it,
the latest OCF code has new parallelize mechanism that uses all the IO queues.
Using an IO queue which is not kicked will hang the system.
After this change SPDK glue is somewhat closer to OCL glue,
both not using a dedicated cleaner IO queue.

per Intel policy to include file commit date using git cmd
below. The policy does not apply to non-Intel (C) notices.
git log --follow -C90% --format=%ad --date default <file> | tail -1
and then pull just the 4 digit year from the result.
Intel copyrights were not added to files where Intel either had
no contribution ot the contribution lacked substance (ie license
header updates, formatting changes, etc). Contribution date used
"--follow -C95%" to get the most accurate date.
Note that several files in this patch didn't end the license/(c)
block with a blank comment line so these were added as the vast
majority of files do have this last blank line. Simply there for
consistency.

Many open source projects have moved to using SPDX identifiers
to specify license information, reducing the amount of
boilerplate code in every source file. This patch replaces
the bulk of SPDK .c, .cpp and Makefiles with the BSD-3-Clause
identifier.
Almost all of these files share the exact same license text,
and this patch only modifies the files that contain the
most common license text. There can be slight variations
because the third clause contains company names - most say
"Intel Corporation", but there are instances for Nvidia,
Samsung, Eideticom and even "the copyright holder".
Used a bash script to automate replacement of the license text
with SPDX identifier which is checked into scripts/spdx.sh.

Replaced the TODO comment with an error handing in case SPDK fails to
allocate memory for the IO request. Returning the proper error code
will use the bdev's no memory retry mechanism to handle the failure.

The function returns -ENOBUFS when handling OCF_WRITE_FLUSH requests
on a disk with a size which its lower 32-bits are zeros. Zeroing the
request buffer length occurs when creating a new ocf_io and assigning
a 64-bit value to a 32-bit value in vbdev_ocf.c:io_handle.
This patch fixes the condition to check if the request have a payload
(data->iovs) before checking for the size limitation.

- Reduce the size of initial memory needed by OCF.
Number of allocator buffers equal to 16383 is tested to work
on 24 caches running IO of io_size=512 and io_depth=512, which
should be more than enough for any real life scenario.
This reduces initial OCF memory usage from 726 MiB to 392 MiB.
- Fix string handling for the name of the mempool.

This patch removes the string from register component.
Removed are all instances in libs or hardcoded in apps.
Starting with this patch literal passed to register,
serves as name for the flag.
All instances of SPDK_LOG_* were replaced with just *
in lowercase.
No actual name change for flags occur in this patch.
Affected are SPDK_LOG_REGISTER_COMPONENT() and
SPDK_*LOG() macros.

Couple log flags did not follow previous scheme of naming
so rename it.
This will simplify next patch that replaces all the literals
with names provided for the flags. Avoiding accidental
changes in log flag names.

New OCF version is ready, so update our submodule.
There were a lot of API changes so
we need to adjust our bdev/ocf and lib/ocf_env code.
Description of code changes:
- env: added small functions like ENV_BUILD_BUG_ON, env_vzalloc_flags
- env: added "destroy" method for all locks
- env: added "execution context" interface
- cache/core "id" field made private
- signature of "ocf_io_configure" changed
- "io->volume" field made private
List of changes to OCF is available at

But no new features were implemented for our
OCF module since 19.6

This is more accurate to what they are, and will make defining library
dependencies much simpler. This change in directory does not affect the
final placement of naming of libraries at the end of time.
