pkgdep: Add a workaround for Centos7.x aarch64
There are 2 issues: 1. building of ninja fails with missed skbuild dependency. This dependency can be installed with scikit-build module 2. The build of ninja wheel fails due to cmake version. E.g. centos 7.6 uses cmake 2.8 and cmake 3.x can be installed as another package.
