dpdk: update submodule with clang15 build fixes

Submodule update is needed due to the compiling
issues under Fedora37 with clang 15. They are
related to unused variables in the code. To solve
these, backports two patches from DPDK 22.11

(b41e574)service: fix build with clang 15

(6546b60)vhost: fix build with clang 15
