UT/scsi_reserve: add Persistent Reserve with SPC2 RESERVE/RELEASE test case

As SPC4R31 5.9.3 "Exceptions to SPC-2 RESERVE and RELEASE behavior" says,
add a SPC2 RESERVE/RELEASE test case when PR is present.
