env/dpdk: suppress EAL's RTE_LOG_INFO messages
Bump the log level for EAL to RTE_LOG_NOTICE. Reading from rte_log.h: ``` RTE_LOG_NOTICE 6U /**< Normal but significant condition. */ RTE_LOG_INFO 7U /**< Informational. */ RTE_LOG_DEBUG 8U /**< Debug-level messages. */ ``` We're doing this primarily for the NVMe hotplug poller, which calls spdk_pci_enumerate() and constantly bloats the output with logs describing which device is currently iterated over. We don't want to see those.
