bdev: assert that internal status is PENDING for completed IO
bdev modules should have call spdk_bdev_io_complete twice for the same IO. We can help find cases where this happens by adding an assert in spdk_bdev_io_complete - confirming that the current status is still PENDING, before changing it to the status passed by the caller.
