lib/thread: fix iterating over paused pollers

(cd83ea4a)thread: Add SPDK internal APIs spdk_thread_get_first/next_active/timed/paused_poller()
Patch above by mistake iterates over active_pollers list
for function that lists paused pollers.

Fixes #1947
